Mark Biggs

Co-FOUNDER

Mark Biggs was the Managing Principal for Biggs Associates and is Co-Founder of Engage Campaigns. Mark has 24 years of direct involvement in strategic planning on local campaigns and initiatives, including service as an executive board member, vice-chair, and chair of the 35th Legislative District Democrats. He currently serves on the executive board of the Kitsap County Democrats.
 
Mark brings an expertise and talent in campaign strategy and initiative targeting. His primary focus is on strategic planning, data driven decision making, polling and surveys, direct mail, opposition research, and social media.

Angelo Garcia

Co-FOUNDER

Angelo Garcia co-founded Biggs Associates in 2014 and serves as Engage Campaigns' lead graphic designer and photographer. Angelo is proficient in Adobe Creative Suite products, video production and editing, and drone photography.

Angelo has provided graphic design and campaign branding for partisan and nonpartisan candidates, judicial candidates, and issues campaigns.

Katherine Woods

Co-FOUNDER

Katherine Woods joined Biggs Associates in 2015 as a Senior Associate and is Co-Founder of Engage Campaigns. Katherine holds a BA in Political Science from the University of Utah and has worked on political campaigns since 2008, having served as a Field Organizer, Field Director, Campaign Manager, and Consultant.

Prior to joining Biggs Associates, Katherine worked for Northwest Passage Consulting managing King County Executive Dow Constantine’s re-election campaign in 2013. She later worked in the King County Executive Office, specializing in external relations, communications, and environmental policy.

Katherine is a past chair and executive board member of the Kitsap County Democrats. She is a lifelong resident of Kitsap County and currently lives with her husband, two kids, and corgi in Manette.
